Multiply Implementation

Multiply (external website) is a new government-funded national programme to help adults aged 19+ who do not already have a Level 2 in Maths/Numeracy (or equivalent) to improve their numeracy skills.

This funding will support residents to become more confident with numbers and progress them on in life. It will also increase the number of adults participating in and achieving their Level 2 or equivalent in Maths. 

Multiply in Greater Manchester

£14m has been allocated to Greater Manchester to deliver Multiply up to March 2025.

The Investment Plan for Multiply in Greater Manchester outlines six key strands of activity (see below). These will provide different and innovative numeracy and maths training for those who would not normally consider accessing the usual adult skills offer, including the hardest to reach residents in Greater Manchester. All strands will complement, rather than duplicate or displace existing devolved Adult Education Budget activity.

A key focus of this activity will be to increase the number of teachers, tutors and volunteers who can deliver maths courses and training to the residents of Greater Manchester.

Capacity building support will be made available for existing adult skills providers and organisations who directly support residents in local community areas and VCSE organisations. It will also enable further continuing professional development (CPD), to ensure staff within education settings can offer the right form of training to support residents to gain maths / numeracy skills.

This strand of the Multiply offer is made up of two parts:

PART A: a generic pan-GM offer to support residents with maths and numeracy, particularly those engaged with the Working Well/Job Centre Plus (JCP) suite of employment programmes.

PART B: this element will focus on offering more targeted and specific numeracy support, working with VCSE organisations and Housing Associations etc. to support those hardest to reach residents who would not normally engage with Maths/Numeracy. Interventions will include:

  1. Learning opportunities
  2. Outreach and engagement activities

Implementation timeline

PART A: The mini-competition for submission of bids for Strand 2 Part A and Strand 3 (see below) will open via GMCA's Flexible Procurement System (FPS) in early November. Providers who are eligible to bid as lead provider were invited to a Market Engagement session on 21 October to find out more information.

If you are not on the FPS or were not invited to bid as lead provider, you may still be able to be involved as a Supply Chain Partner. This strand will support residents to find the right skills offer for them: this could be finding the right Multiply course, or supporting residents already on Multiply find their next step. This could include support to access wider Adult Education Budget opportunities, particularly English and IT as well as Maths.  

Implementation timeline

This strand will be an element of Strand 2, 5 and 6 to support residents to access the right provision and receive support for their next steps.  The mini-competition for submission of bids for Strand 2 Part A and Strand 3 will open via GMCA's Flexible Procurement System (FPS) in November. This strand will support existing AEB providers who are delivering Maths provision to support residents to gain their Level 2. This will support those who may have failed their exam, at risk of dropping out or require additional tutoring support.

Implementation timeline

Current AEB providers delivering Level 2 Maths (either as a direct contractor or sub-contractor) will be invited by GMCA to submit EOIs for this piece of work. It is expected activity will commence from December 2022.

GMCA will work with the Education, Skills & Work Industry Skills Intelligence team and wider stakeholders to understand the level and depth of need and to co-design suitable solutions, which can be delivered in the workplace or outside of work.

Scoping work will begin in winter 2022, with relevant commissioning to occur in Q4 of the 22/23 Financial Year.
