
GMCA leads the way by launching a training and support package for early years workers
The Greater Manchester Combined Authority (GMCA) has launched a new package of support for people working with young children across our city-region.
GM REFLECT is a comprehensive training and support package designed to strengthen the skills and knowledge of those working across the early years workforce in Greater Manchester.
The first of its kind to be rolled out in the UK, the GM REFLECT framework provides a structured approach for integrated working, training, and professional development.
It is aimed at those working in settings such as early education and childcare, health services for pregnancy and early years, and voluntary, community, faith and social enterprise providers.
The framework supports the early years workforce across Greater Manchester raise standards in early years practice, offering resources including:
- A set of competencies outlining the essential skills, knowledge, and abilities for those working with children from conception to age five.
- A digital self-evaluation tool to identify skills and areas for growth.
- Free, open-access e-learning modules.
- Case studies demonstrating best practices.
- Policy alignment documents to ensure GM REFLECT supports national early years priorities.
In partnership with Manchester Metropolitan University, the GMCA has launched a series of free, open-access e-learning modules designed to strengthen the skills and knowledge of professionals working in early years.
Councillor Mark Hunter, Greater Manchester Lead for Children and Young People, said:

By providing a shared framework, we’re making it easier for those working with young children to develop their skills, integrate best practices, and ultimately improve outcomes for families across Greater Manchester."

The modules address key aspects of child development and engagement with families, reflecting Greater Manchester's ambition of improving school readiness.
The first three modules are available to access today and cover:
- Social, Emotional Development and Wellbeing: Enhancing understanding and practical strategies to support children's social and emotional growth.
- Engaging with Families: Building effective partnerships with families to foster positive engagement and holistic support.
- Physical Development: Deepening professional understanding of physical development to increase confidence and offer effective support in the role.
Dr Melanie Hall, Childhood and Education Studies Senior Lecturer at Manchester Metropolitan University, said:
"Our collaboration with GMCA underscores our shared dedication to supporting children in their early years and the professionals who work with them.
“We really want GM REFLECT to be used by both people on the frontline of working with children and families, as well as those in wider support roles.
“These resources are designed to build upon existing experience and extend knowledge, contributing to the development of a skilled and confident early years workforce."
GM REFLECT is part of a wider package of work, including the Greater Manchester Baccalaureate (MBacc), which aims to support parents, caregivers, and professionals in ensuring children are given the best opportunities to thrive.
Additional e-learning modules covering topics such as Pre-birth & Early Days, Speech, Language and Communication, and Special Educational Needs and Disabilities (SEND) will be released in the coming months.
