Five-Year Environment Plan


We face major environmental challenges that threaten the health and prosperity of our region. Greater Manchester is taking action with the Five-Year Environment Plan, launched at in March 2019 during the second Greater Manchester Green Summit.

The plan sets out our long-term environmental vision – to be carbon neutral by 2038 – and the urgent actions we all need to take in the next five years to help achieve this.

It is the result of 12-months' consultation and collaboration with all parts of the Greater Manchester family.

The Global Covenant of Mayors
for Climate and Energy

The Global Covenant of Mayors for Climate and Energy requires Greater Manchester to set targets aligned with or exceeding an 80% emissions reduction by 2050, and to achieve a 40% reduction between 2005 and 2030. (Greater Manchester has delivered cc 26% between 1990 and 2013). The commitment also requires comprehensive action planning, monitoring and reporting using their specific methodologies.
