Public Sector Decarbonisation Scheme (PSDS)
Phase 4 of the Public Sector Decarbonisation Scheme has been announced
The scheme, aimed at enabling public buildings to achieve net zero and switch to cleaner energy, is available to help schools, hospitals and other public sector buildings decarbonise their sites. It is funded by the Department for Energy Security and Net Zero and administered by Salix Finance.
It is expected that Greater Manchester Combined Authority (GMCA) will receive an allocation of this funding as part of government’s commitment to the pilots announced in the trailblazer devolution deal. As a result, some organisations and public bodies in Greater Manchester are ineligible for the national scheme through Salix. This includes:
- Local Authorities
- Emergency Services
- Community and mental health NHS trusts and foundation trusts (i.e. all non-acute trusts)
- All schools in the state education system (i.e. maintained schools, academies, multi-academy trusts and free schools)
- Further education institutions and colleges
Organisations within the Greater Manchester Combined Authority that are eligible to apply for PSDS Phase 4 through Salix are:
- Central Government departments and their arm's length bodies
- Acute and cancer NHS trusts and foundation trusts
- Higher education institutions – these must satisfy the eligibility requirements related to the Procurement Act 2023.
All organisations are subject to the full PSDS eligibility criteria, found in the Phase 4 PSDS Guidance Notes.
If your organisation crosses the boundary of the Greater Manchester Combined Authority area, you can submit an application to Phase 4 of the Public Sector Decarbonisation Scheme to fund buildings that are located outside of the combined authority areas only. Eligibility of buildings will be determined by the building postcode.
