Local residents helped shape a new approach to tackling substance misuse as it’s revealed that drugs and alcohol kill more people in Greater Manchester, compared to national average.

In December 2018 a consultation opened to find out more from residents around some emerging key themes such as reducing the number of deaths and hospital admissions caused by drugs and alcohol, helping more people into recovery and reducing the strain on public services.

Residents view's informed a strategy which sets out the city-region’s ambition to significantly reduce the risk and harms caused by drugs and alcohol.

Greater Manchester Combatting Drugs Partnership

The Greater Manchester Combatting Drugs Partnership (GM CDP) is responsible for coordinating activity to reduce drug-related harm. It is co-chaired by Kate Green (GM Deputy Mayor for Safer and Stronger Communities) and Jon Hobday (GM Directors of Public Health Lead for Drugs and Alcohol). 

Within our partnership, the commissioning of drug and alcohol services are the responsibility of our local authorities.  The role of the Greater Manchester Combined Authority (GMCA) is to ensure that where things are done best at a local level, this happens, but where there are opportunities to join up provision and ensure that conversations and decisions can be made effectively and efficiently just once, this opportunity is taken.

This report provides an overview of our work, achievements, and priorities for the future.  It also describes our public health approach to drugs and the intelligence functions that GMCA commission.
