Criminal Justice

As part of the devolution deals between central Government and Greater Manchester, we now have more powers around criminal justice. 

Justice devolution strengthens the work to deliver effective local justice and reduce offending and allows GMCA to drive forward important improvements by more closely integrating health, education and accommodation, with police, Crown Prosecution Service, courts, prisons, and probation services.

The Deputy Mayor/ PCC and other Criminal Justice agencies work together to provide an efficient and effective Criminal Justice System through the Local Criminal Justice Board. The Board brings together Senior criminal justice leaders to identify priorities, address cross cutting issues and improve the experiences of victims and witnesses. The Ambition is to drive performance improvements and deliver positive change in the CJS process from police file build to outcomes at court with an overarching focus on recovery and future planning. 

The Greater Manchester Integrated Rehabilitative Services (GMIRS) programme has been established as part of the Justice Devolution arrangements between the Greater Manchester Combined Authority (GMCA) and His Majesty’s Prison and Probation Service (HMPPS).

GMIRS aims to offer locally tailored interventions, drawing on the expertise of private, voluntary, community, faith and social enterprise sectors (VCFSE) to provide effective rehabilitation and resettlement services. These services address criminogenic needs that are unmet by the National Probation Service (NPS) through their existing programs. Currently, GMIRS services address unmet needs related to; accommodation, dependency and recovery, well-being, peer support, education, training & employment, and services for women.
