GM Food Delivery Charter


The Greater Manchester Food Delivery Charter sets out industry safety standards for food delivery companies operating in Greater Manchester whose couriers use bikes, including electrically assisted pedal cycles (EAPCs) and e-bikes.

The Charter was developed in collaboration with food delivery companies Deliveroo, Just Eat and Uber Eats, alongside the Greater Manchester Combined Authority (GMCA), Transport for Greater Manchester (TfGM), Greater Manchester Police (GMP) and Greater Manchester Fire and Rescue Service (GMFRS).

The standards aim to positively reinforce that couriers using bikes should always ride safely and legally on roadworthy bikes, and that delivery schedules should be realistic and do not incentivise couriers to break the law. Under the Charter, couriers are encouraged to report collisions involving injury to GMP to help identify hotspots and reduce the frequency of incidents.

The Charter was signed in April 2025 by Deliveroo, Just Eat, Uber Eats, GMCA, TfGM, GMP and GMFRS.
