Caroline Simpson

Caroline Simpson joined Greater Manchester Combined Authority on 25 June 2024 as Group Chief Executive for GMCA, Greater Manchester Fire and Rescue Service (GMFRS) and Transport for Greater Manchester (TfGM).

Caroline has spent her whole career in public service, mainly in the Northwest, for a variety of organisations including local government, housing and regional development agencies.

Before joining GMCA, Caroline was Chief Executive of Stockport Council, where she convened partners across the public, private and voluntary sector around the One Stockport approach to develop an ambitious vision for the future of the borough.

Her career started in the City of Liverpool delivering community-based regeneration projects with a particular focus on work and skills.

On starting the role as Group CEO, Caroline said: “I’m honoured and excited to be joining this group of amazing Greater Manchester organisations at a time of transformational change for the city-region.

“My priority is to catalyse the collaboration and the partnerships that are essential to driving that change.

“I truly believe there is no better place to be working in public service right now than in Greater Manchester and I look forward to shaping the future of our fabulous city-region.”
