Safer and Stronger Communities

In January 2023, Kate Green was appointed by the Mayor to be the Deputy Mayor for Safer and Stronger Communities. Her role is to ensure the voice of victims and residents of Greater Manchester are heard and championed. 

Prior to Kate taking up the role, it was carried out by Baroness Bev Hughes from May 2017 to January 2023.

The role of the Deputy Mayor includes:

  • Setting priorities for a safe and stronger Greater Manchester and ensuring they are delivered through the Police and Crime Plan and Fire Plan (external site).
  • Devolving funding to local communities to support crime and anti-social behaviour prevention initiatives. 
  • Commissioning an independent survey to monitor and respond to public feelings of safety and confidence.
  • Working with partners to ensure a joined up response that gets to the root cause of crime.
  • Working with the Mayor to set the police and fire budgets including how much you contribute through your council tax. 
  • Working with the Mayor to appoint the Chief Constable of Greater Manchester Police (external site) and the Chief Fire Officer of Greater Manchester Fire and Rescue Service (external site).
  • Holding the Chief Constable and the Chief Fire Officer to account for delivering effective, efficient and people-centred services.

From 2010 to 2022, Kate served as the Member of Parliament for Stretford and Urmston. While in parliament, she held a number of shadow ministerial posts, including Shadow Secretary of State for Education, and Shadow Minister for Women and Equalities.   

Prior to her election to parliament, Kate was Chief Executive of the Child Poverty Action Group and before that Director of the National Council for One Parent Families (now Gingerbread). She is a long-standing advocate for families and children, and campaigner against poverty and inequality.  

Kate is a member of the board of governors at Manchester Metropolitan University, and a member (and former chair) of the executive committee of the Fabian Society. She served as a magistrate for 16 years and has taken a particular interest in the experience of women in the penal system and how best to rehabilitate them to prevent reoffending.
