How the Knowledge Transfer Partnership is Supporting the Information Sharing Framework Business Change Toolkit
As the Information Sharing Framework (ISF) continues to gain traction across Greater Manchester, the focus is shifting from vision to delivery. A key part of this journey is the development of the Business Change Toolkit—a practical resource designed to help organisations embed the ISF in their day-to-day operations.This toolkit is being co-created through a Knowledge Transfer Partnership (KTP) between the Greater Manchester Combined Authority (GMCA) and the University of Salford, combining academic insight with real-world experience.
Meet the KTP Associate
We’re pleased to welcome Idris Adekeye, who is leading the development of the toolkit with academic support from the University of Salford. Idris is working closely with partners across public, private, and voluntary sectors to ensure the ISF is embedded in a way that’s meaningful, sustainable, and effective.
What the Toolkit Aims to Do
The ISF provides clear guidance on Information Governance (IG), but applying it across diverse organisations requires more than rules—it needs tools that build understanding and confidence.
The Business Change Toolkit will:
- Support culture change around data and governance.
- Build confidence in using the ISF.
- Connect the framework to everyday practices.
- Promote ethical, transparent, and collaborative information sharing.
Powered by Partnership: The Role of the KTP
This toolkit is being developed through a KTP—a collaborative model that brings together academic research and practical implementation. The partnership aims to:
- Translate research into usable tools and strategies.
- Ensure rigour, innovation, and evidence-based design.
- Embed best practice in change management.
- Continuously evaluate and improve the toolkit through user feedback.
A Co-Designed Toolkit, Not a One-Size-Fits-All Solution
Every element of the toolkit is shaped by the people who will use it. The development process includes:
- Stakeholder engagement: through surveys, interviews, and workshops.
- Ongoing feedback: testing and refining ideas in real time.
- Tailored design: ensuring the toolkit meets the specific needs of different organisations.
By listening to IG professionals, operational teams, and frontline practitioners, we’re building a toolkit that’s trusted, practical, and ready to support successful information sharing.
